Is it true that vision can be blured at will?

Well my friend was telin me the other day that he can make his eyes see everything as a blur, basically focus and blur at will like a camera lenz is that true?Is it true that vision can be blured at will?
yupp its almost like focusing on something but then staring right past it or going slightly crossed eyed but not so much that you actually see doubledIs it true that vision can be blured at will?
